Reasons for the assembling of boats and people in the harbor of Victoria and waters of the Colony are of frequent recurrence; it was very desirable that powers, such as are conferred by this Ordinance, should be given to the proper departments so as to avoid the necessity of seeking special legislation for any special occasion.

The Ordinance is really little more than an adaptation of the provisions of Sections 51 and 52 of 2 and 3 Vic: Cap: 47 to the circumstances of the Colony.
